Promotion Strategies and Implementation
Since its establishment, I-Shou University has positioned internationalization as a core pillar of institutional development. Over the years, the University has built a strong pool of faculty members capable of teaching in English and welcomed international students from more than 40 countries around the world. In alignment with the Ministry of Education’s Program on Developing Bilingual Learning for College Students and the government’s 2030 Bilingual Nation Policy, the University has actively developed a comprehensive bilingual learning environment to nurture students with global perspectives and international competitiveness.
To integrate institutional resources and enhance cross-college collaboration, I-Shou University has implemented the Ministry of Education’s Key Development Program in the fields of Social Sciences and Biomedical Sciences since the 2024 academic year. The implementation model has shifted from a college-based approach to a field-based approach. The Social Sciences field is jointly supported by the International College, College of Management, and College of Communication and Design, while the Biomedical Sciences field is jointly promoted by the College of Medicine and College of Medical Science and Technology. This field-based model will continue throughout the 2026–2027 and 2027–2028 academic years to further strengthen cross-college collaboration, resource sharing, and overall implementation effectiveness.
At the university level, the Bilingual University Promotion Office coordinates the promotion of English as a Medium of Instruction (EMI) and the allocation of related resources. Guided by the core vision of strengthening faculty members’ EMI teaching capabilities, enhancing students’ English proficiency, and promoting international integration, the University is committed to cultivating faculty members as leaders in bilingual education and guiding students to become active practitioners of bilingual learning. Through inter-university collaboration and resource sharing, the University also seeks to accelerate the development of a comprehensive bilingual teaching system and learning environment.
The participating colleges in the two key development fields will continue to optimize EMI courses by strengthening academic and language support and incorporating more interactive teaching strategies to enhance student engagement and classroom participation. In addition, first-year general English courses will be offered according to students’ proficiency levels, with the proportion of courses taught entirely in English gradually increased each year. Digital learning platforms and instructional materials will also be integrated to promote autonomous learning. The University will continue to support students in achieving the CEFR B2 level, thereby progressively enhancing their English proficiency and competitiveness in the global workplace.
